Why is it that when I type U+0651 + U+064E (Arabic Shadda + Fatha) the sequence is replaced with U+0651 + U+064E when I save the edit, resulting in the improper rendering of the Arabic diacritics. 
نَّ changes to نَّ

Correction, the sequence is changed to U+064E + U+0651 (Fatha + Shadda) when I save the edit.

Has this only started happening recently?

I'm not sure but I think it is pretty old.
