F - The full month name in the site language.
Says http://www.mediawiki.org/wiki/Help:Extension:ParserFunctions

Since 1.18 the {{#time: F }} and other time-functions M / D / l do not show the time in the local language of the site, but in English. Before 1.18 this worked fine.
