Some dialects with sizable speakers still do not have a matching {{#language:}} entry. 

http://en.wikipedia.org/wiki/Kurmanji_language for instance with 9 million speakers have no corresponding ISO reference by {{#language:}}. Perhaps all of the  ISO 639-3 codes should be imported.

Changing component to core since its not part of an extension (unless you count cldr extension which extends it)

I think #language just uses the list of language codes mediawiki knows about from the things its translated into.

I think that is unhelpful particularly for wikis that host multiple dialects. I can list several. --~~~~

Yes. Install CLDR extension if you want more.

How can I do that on wikimedia sites such as wikimedia, meta and commons?

CLDR is already installed there.

https://gerrit.wikimedia.org/r/11829 could be restored as an extension or similar.
