"Enabled"? You mean disabling the restrictions so that the displaytitle doesn't have to normalize back to the page name ($wgRestrictDisplayTitle)?

No consensus (or any discussion at all) since 2011 and the request may be outdated now that the Translate extension allows to localise the page display title: closing, reopen after local discussion with consensus.

It's possible for the request to be rejected anyway for the usual security reasons, though; only foundationwiki & friends are exempt.
