See, for instance, [[Wikipedia:Village pump (technical)]]. It is in two (non-hidden) categories, which are linked from wikitext like so:

[[Category:Wikipedia noticeboards|{{PAGENAME}}]]
[[Category:Wikipedia features|{{PAGENAME}}]]

The <a> elements that are generated in the "Categories" box at the bottom of the rendered page have the attribute title="{{PAGENAME}}". 

Instead, they should have title="Category:xyz".

Just to clarify, by {{PAGENAME}} I mean the literal text "{{PAGENAME}}", not the page's name.

I cannot reproduce this.

(as an aside, this sounds like a feature request which was wontfixed a while ago)
