In many cases we are testing some test templates that is like try and error and using apply button in this cases is very useful. I mean after saving page ,Wikimedia doesn't close edit view page.

We can use it instead of apply button. If this is not what you meant then tell me what you are actually looking for.
"Show Preview" button doesn't show Templates effects. in many cases changing some variables needs try and error process.
