Works for me -- on https://tr.wikipedia.org/ ; skin Monobook; Firefox 7.0.2.

Added a category successfully here: https://tr.wikipedia.org/w/index.php?title=Samson_%28m%C3%BCzik_grubu%29&diff=prev&oldid=10173781

What specifically doesn't work? Any error messages?

Here is a picture (http://imageshack.us/photo/my-images/706/afasad.jpg/). You can see a plus (+) in categories section. I can add categories, but can't edit them.

You might want to use Hotcat from commons: that should work and you always have the latest version. Instructions for setting it up and localizing can be found here: http://commons.wikimedia.org/wiki/Help:Gadget-HotCat#Using_the_Commons_version_of_HotCat_on_another_wiki.
