At least since 2011-10-09 21:xx UTC, my uploads initiated at https://commons.wikimedia.org/ have speeds like 20-40 KB/s, sometimes looking like 0 (but apparently still uploading).

Uploads using https://secure.wikimedia.org/ have proper speeds, maximum for my connection.

I'm not seeing this issue. Are you in Europe? Can you tell me how you are monitoring the upload speeds?

In Russia. By looking at the GNOME System Monitor’s network graph’s tooltip. It was 30-50 KB/s now.

This should be fixed now, it seems we had a regression of bug 30086

[[:commons:User_talk:Rotatebot#Did_bug_31607_slow_down_Rotatebot.3F]] - I cannot see the speed increase. Btw: rotatebot uses http.
