Hey cryptocoryne, thanks for the patch.  I shall try to get someone to review it.  But in the meantime, if you want, you can apply for extensions-only Subversion access and then you can commit it yourself pretty easily.  Here's how:

You should use Http class instead of unserialize(file_get_contents($url));
And probably cache results of such checks to avoid making editing a pain. Also, I don't quite undrestand why proxies are allowed to edit by default, but not, for example, upload.

By default this extensions only tagged edits through proxies with "proxy" tag.
