It is possible to prefill the form via URL parameters like https://en.wikipedia.org/wiki/Special:EmailUser?target=Schnark&wpSubject=summary&wpText=text
But &wpCCMe=1 doesn't check the checkbox.
I don't know whether this worked in 1.17, if so then it's related to bug 30909.

The CCMe is a per user preference. We should probably not allow someone else to override it.

"Mark all edits minor by default" is a user preference, too, and yet URLs with action=edit&minor=1 or action=edit&minor=0 are possible.

bug 30909 most probably has the same root cause.

Patched with r101464 pending code review.
Will need to be merged back to REL1_18.
