If I load the page with JavaScript enabled, mid-clicking (in Firefox) the above mentioned link causes the same page loaded in another tab.

r99837 appears to have added this wacky popup; should be restored to a regular link.

r100433 should resolve this; reverted most of r99837 and puts it back to being a regular link. Also fixes bad i18n message construction that was introduced there.

(Fix should get deployed with regular update later today if it doesn't get pushed sooner.)
