An MP3 file should be allowed because .ogg is very hard to convert.

If you need to enable this feature on your wiki, simple add to your LocalSettings.php follow line:

$wgFileExtensions[] = 'mp3';

If you need to allow uploading .mp3 files in Wikimedia sites, you must to send request with "Wikimedia" product code and have support of community.
