A JavaScript-based password strength checker was added to 1.17 in r70520, and later removed in r81445 and r86157. It never made it into any released version. However the configuration variable is still present in DefaultSettings.php in 1.17+.

Done on trunk in r101520, REL1_18 in r101521, REL1_17 in r101522.
