You can have a / in the title of timedtext on the commons, but you can't upload a video that will have a / in the title.
Smallman: Sounds a bit similar to bug 41190. In case this problem still happens: What does "you can't upload" mean? Is there an error message? Does it silently fail? If so, at which point? Any testcase?

Using uploadwizard on the commons, if you put "/" in the title for a .webm file, you get "This title contains some undesirable characters. Please remove them." However, for Timed Text, you can include a '/' character in the title such as in: https://commons.wikimedia.org/wiki/Timed_Text:Test/webm.en.srt Since a file can't have '/' in its filename, such a timed text would never be used.
