If $wgCacheDirectory is unset/commented out, Special:Version displays this:

  License

  <version-poweredby-credits>
  <version-license-info>

Supplying a valid $wgCacheDirectory results in the correct replacement text being used.

It happened for me when upgrading from an earlier MW version, and the manual (http://www.mediawiki.org/wiki/Manual:$wgCacheDirectory) seems to imply it's optional, defaulting to false if it's not specified.

The manual says it was introduced in 1.16.0, however I was running 1.16.2 without this option and Special:Version was working correctly.  Special:Version only broke after upgrading to 1.17.0.
