Special:NovaKey's import action uses a text field to import the user's pubkey. Sometimes it's easier to just select the say id_rsa.pub file than it is to find a way to open it up or cat it out of a terminal. Hence, as an option we should let the user upload the key using a file input. Side note, Special:NovaKey's import has a redundant fieldset and repeats "Public SSH key" 3 times.
