At the Wikia, in the preferences, when I select the time zone "Europe/Moscow" it shows me that Local time = Server Time (UTC) + 3 (see screenshot).  

However, since 27 March 2011, 02:00 local standard time daylight time has started instead: http://www.timeanddate.com/worldclock/clockchange.html?n=166

which means that Moscow is now in "UTC + 4h".

It is possible for the MW developers to change the UTC difference for Moscow?

Mediawiki relies on PHP for timezone information. PHP probably relies on the operating system for that.

If I understand correctly, PHP settings contains those + or - differences. So it should take UTC and then add or subtract the specified difference. 

So, in theory, it should be possibly to manually change those parameters.
