See the specified URL. If you go to ContestWelcome without specifying a contest name (for example: by following the link in Special:SpecialPages), you get a big ugly red banner yelling at you for not specifying a contest.

The error message is fine if you put in a bogus contest name, but I think if you go to the page with no contest specified at all, ContestWelcome should show a list of currently active contests or something :)

Fully agree, and this is extremely easy to do, so I'll get to it later today.
