Unlike bug 31452, which is specific to the Android app, this bug is for the mobile site. Possible approaches are to leverage current Wikipedia features, such as selecting what aspects of Wikipedia to save as PDF, as well as external apps like Kiwix, which saves versions of the entire Wikipedia without images. Simple page caching and "save for later" will be enabled with HTML5, and a separate bug should be opened for that activity.
