I just went through special:filelist and noticed all the recent examples had hidden cat 'Uploaded with UploadWizard' so moving this to upload wizard component.
I'm not sure what the bug refers to; description or comment? All the images I can see definitely have a description. Not always in Filelist, but always if you click through to check the Information template. It is true that some of them have a blank comment on first upload -- that seems like it could be a bug with UploadWizard. Or rather a misconfiguration.

Or rather a misconfiguration. I mean comment (thing in the image history table at the bottom of page). The field is called img_description in the db which was kind of why I was using the terms interchangeably, sorry for confusion. Additionally, the creation edit summary in the page history of the image description page is also empty on such pages, which it shouldn't be.
