I left some fields un-filled and the next page didn't show the campaign. Clicking "back" and filling them in created the campaign.
I tried reproducing this but could not. Creating a new campaign, not changing any of the default values works. Blanking all values and then saving works. So when does it not work? One thing that might be going on is replag. This might cause a newly added campaign not to show up immediately after creation. If this is the case, the fix ought to be pretty straightforward.
I fixed the presumed replag issue in r103518. If this turns out not what you experienced, please reopen.
