We now have a license option to upload without a license. This will expand to {{subst:uwl}} on Commons, which will set in motion a process to delete the file.

The intention is twofold -- to "trap" users who are not paying attention, and also to allow some sort of grace period for people who want to upload now & fix later.

Some users hit this unknowingly, and are complaining that it should notify them on their Talk Page.

Another option would be to have {{Subst:uwl}} somehow do this every time it's invoked, if that's even possible. Which means we wouldn't have to code it in UploadWizard.

I think this could be fixed relatively easy by modifying the config file per-installation--if a site is worried about this sort of thing, adding a template to categorize license-less pages into a relevant category is as easy as adding a member to the 'templates' array of the 'none' license entry. I'll leave this open for now, and I'd love to hear from someone who thinks more is necessary. I'll look into the possibilities for notification in templates now, and report back.

Right, no further comments for some time, we'll call this INVALID because it's not really a bug, we can categorize files already.

Reopen if that solution doesn't work for some reason, and add details as to why, exactly, it doesn't work. Thanks!
