The donation interface has a link "Tax and other legal information" that shows text from the message "donate_interface-taxded-msg-int" on hover. As the link is at the bottom of the page, and the text is fairly long, the page will grow in length on hover. When scrolling down (while hovering), I see strange "hanging" (the page "shakes" up and down a few millemeters, but doesn't actually scroll down) behaviour in Firefox 8 sometimes 9on OSX 10.7.2). I can reproduce in Opera 10.52 (on OSX 10.7.2).
I can confirm on Firefox 8 / OS X 10.7.2; it looks like scrolling while the mouse is hovering over the link causes it to hide/reshow the box or something very quickly, leading to the jumping. Moving the mouse off of the link lets me scroll -- but if I move the mouse outside of the popup box, the box disappears. Pretty ouchy; this should probably not try to be so clever with popups. This page is also loading an image over HTTP, triggering mixed content warnings in some browsers; split that out as bug 32522.
Assigning to one of the production coordinators who has been handling the forms mostly and will poke on IRC as well. These should be switched to be links (using __blank so that it opens a new tab). The pop up odd behavior is fairly widespread. Also quick note to self: Make an fr-prod bugzilla account.
Thanks for the bug report. This strange behavior was noticed while testing but we thought it was fixed. I will change today to "onclick" instead of "onhoover" or force to a separate tab/window.
Changed to "onclick". Everything looks to be okay now.
