Make behavior consistent when submitting an empty watchlist

Normally, if you submit the Special:EditWatchlist/raw form without changing the text field, it brings you back to the edit form. Unless the text field is empty, in which case it tells you that 0 pages were removed and makes you click to get back to the form.

Similarly, if you submit the form with changes to the text field, it will normally display the watchlistedit-raw-done message followed by the watchlistedit-raw-added and/or watchlistedit-raw-removed messages. Unless the text field is empty, in which case it displays only watchlistedit-raw-removed (no watchlistedit-raw-done).

The attached patch fixes both these issues.
