More open source standards!
Is this actually a standard?
The difference between .php and .cfg is that you need to make extra webserver configuration changes to make the latter executable, and it may be impossible on some crappy hosts. If it's not executable, it will be possible to downolad it via HTTP --> your site is screwed.
Not to mention it'll also kill WikiFarm functionality, the ability to use small hooks without building an extension to do so, various tricks to reduce configuration duplication, and kill off tricks like using array_fill to give all namespaces subpages. And it doesn't fit in that well with our dream of having a configuration ui.
