ADD: Sysop can block from reading (IP, username, username mask).

This is already possible on private wikis with:
$wgBlockDisablesLogin = true

It's pretty much useless to do this on a public wiki since someone could just log out (and is doubly useless if you've got an ISP that rotates IPs fairly often)
