There's no user interface for detecting/identifying namespaces that are not semantically enabled. Could a message be displayed at least by Special:Browse if the namespace of the page being browsed is in a namespace not enabled? This would save hardship for people designing namespaces.

The link "Browse properties" shouldn't be available for a page in a non-enabled namespace.

Yeah, the browse properties page should definitely show a warning in the NS does not have semantic links enabled. It'd be pretty easy to create a page that lists all enabled NS as well, but I'm not sure if the utility of this would be that big, it'd be better to have this nicely integrated in some other way.
