Makes it hard to get at things like the MobileFrontend 'mobile view' link

Enabling $wgDebugToolbar tries to prevent this by adding padding-bottom: 37px; to the body element
however there is a strange css rule in the core that gives the html and body element height: 100%;

We should remove this rule from the core and all will be good in the world as I don't believe it is actually serving any purpose.
