Patch that seems to fix issue

Steps to reproduce:
*Go to special:Block
*Enter your username with first letter lowercase
*Try to block yourself.
*You will be unable to confirm block no matter how many times you click checkbox.

Attached is patch that seems to fix it, but i don't understand what's actually going on so I'm hesitant to commit it. Maybe it will make more sense when less tired.
