If you create a local file redirect ("#REDIRECT [[File:Real file on a foreign repo.svg"), there's no warning to the user that this won't work. File redirects must be created on the same wiki as the target file. For example, I went to create a file redirect on the English Wikipedia for a file that's hosted on Commons. It took me a minute to figure out why the redirect wasn't working properly. Ideally, there should be a warning when a user goes to create the redirect.
Wouldn't it be better to fix bug 18248 rather than warning about the behavior?
Yeah, it should work fine. If it doesn't work, that should be fixed. Warnings would make no sense here.

I also wasn't quite sure that local redirects working for foreign files was completely sane. But, ideally, yes, just working® would be better than throwing warnings. I added myself to the CC list of the other bug.
