E.g. https://commons.wikimedia.org/wiki/MediaWiki:Mwe-upwiz-license-none/en Needs to get project specific links and explanations. E.g. a link to [[:commons:COM:L]] and [[:commons:Commons:Image_casebook#Internet_images]] in this case. However we cannot change the message locally since then we would miss all future TW updates rendering all the localization there useless. So there should be a message which is locally translated (with [[commons:template:autotranslate]]) which is added to the message.
Is the need here for _every_ message? Just licensing messages? Should we just put that information somewhere in the wizard so users can see it? I'm not sure I fully understand how you want to solve this, so please explain a little more fully what your ideal solution would look like.
Can't messages be changed locally by editing the MediaWiki:message page?
