When a user sets their preferences to prompt for edit summaries, page creation still causes a prompt, even though a summary is automatically generated. Contrast this to redirecting a page, which does not ask for a summary. Desirable behavior would be for both to avoid the prompt. Surely, there can not be any less ambiguous edit then creating a page.
