I can save the page but when trying to load the page it says "Sorry, this page is not available. You are offline and the page has not been previously saved. You can open a saved page or go online and search.".

Probably the namespace name is converted by the language converter.

I can save and reload Wikipedia:0RR.

What specific pages are you having problems with?

It seems it only happens with zh-cn locale.

Is this possibly related to language variants? But anyway, there is a general bug with saving pages, see bug 33625

Unable to reproduce on current builds. Re-open if it still persists in the beta.
