Clicking on "Terms of use" it points you to <http://meta.wikimedia.org/w/index.php?title=Special:Translate/page|Terms_of_use&language=es> and the result is:

"Bad title

The requested page title was invalid, empty, or an incorrectly linked inter-language or inter-wiki title. It may contain one or more characters which cannot be used in titles.

Return to Main Page."

Confirmed. Only occurs in page translation groups, because those contain a pipe ("|") character.

Changed the prefix to have - instead of | in r108660. Once verified this will deployed to WMF, and you might need to set the state again.
