It would be nice if we could set this to true but then leave it up to the sysop on whether a blocked user can login or not. If I set this to true, then block a user, I'd like to see a checkbox like "Allow user to login while blocked".

Addition: This would be especially useful for completely nullifying sockpuppets, or for a private wiki that neverthless wants a way for blocked users to discuss their block.
