Tamil wikipedia proposal logo at jpg format

Some one please tell the procedure for changing the logo of Tamil-Wikiquote. I create a new logo for it. I don't know how to upload the Logo and what is the procedure for it. I add the "JPG" format logo at here. Thanks

Also, I don't believe jpg is the correct format for this

Every other project uses png and get a much better logo out of it

Please upload the logo locally on wiki (Preferably at [[File:Wiki.png]]) or [[commons:]] and protect it.

I uploaded the logo in png format on the local wiki and also i lock the image. What is the next step?

I upload the logo in the Tamil-Wikiquote. The logo path is [http://ta.wikiquote.org/wiki/%E0%AE%AA%E0%AE%9F%E0%AE%BF%E0%AE%AE%E0%AE%AE%E0%AF%8D:Wiki.png]. And also it was protected.
