I think the config scripts should drive home how important it is to make
sure users can contact the owner, with plenty of fields for such
information, etc. and a Special Page called Contact where that stuff
gets stored. Important things not to forget for non WMF sites!

There should be extensive questions, name, phone #, email, night time tech staff contact, address, office room #,
and reminders of how so many wikis ended in disaster because their owners couldn't be contacted, and the plug got pulled etc.

Think you're cool but then when your wiki becomes a spam vector and nobody can contact you -- until you find out you have been ...

The (Staff, owner, "") Contact Special page should also maybe be linked from the footer of every page.

The footer already has an "About <sitename" link that is exactly for that purpose. Maybe we could add a message to the default main page to let the user know he should edit that page?

Yes, demand his details, and help him fill out that page, else it looks
like the site is solely "Powered by MediaWiki" with no legal owner.
