In the hebrew wikipedia the "Special:Import" page does not contain the option to import from other wikipedias, but from Wiktionary, Wikiquote, Wikibooks, Wikisource, Wikinews and commons.
Can you enable the option to import from other wikipedias?

We would like to have the option to import from any wikipedia site. Especially from en.wiki.

Easier said than done (to do it from any site)

Simplest way may be to use a pre-existing list like

Or you just list all language codes you want it on...
