When an item in the File: namespace is a redirect, the usage should still be shown. This is most important on Commons where we need the global usage. For example, I looked at http://commons.wikimedia.org/wiki/File:087882_cf786e35-by-Roger-May.jpg when there was a file on that name and noted that it was used in several wikis. I moved the file - now I cannot see which articles use it.

The usage is still tracked as usual. GlobalUsage does not ignore redirects. Just as on normal File pages, a redirect page in the File namespace also has a action menu with a link to "Global usage". Potentially the list of usages at the bottom (of the target) should even include a link to usages via redirect if applicable.
