Running ImageMagick convert (version 6.7.4) locally doesn't produce that effect. bin/ulimit4.sh 180 102400 102400 'OMP_NUM_THREADS=1 convert -quality 80 -background white -define jpeg:size=758x1000 -thumbnail 471 Womens_Library_London_2,_Wright_and_Wright_Architects.jpg -depth 8 Women_Output.jpg' There is a thumb that looks good (20120201213317). Shimgray just opened it with gimp and saved. However, he reports the big image didn't fix.
I seem to have accidentally solved this by cropping off one line of pixels and reuploading: http://commons.wikimedia.org/wiki/File:Womens_Library_London_2,_Wright_and_Wright_Architects.jpg (I have no idea why this works, but it seems to render thumbnails fine at every size I've checked)
File seems to have an adobe custom colour transform attribute. Perhaps whichever version of image magick we have on the server doesn't recognize that attribute (or perhaps it does recognize the attribute but no other programs do, and the attribute is not supposed to be there). The new version of the file you uploaded does not have the adobe custom colour transform attribute.
Seems fixed (presumably due to image magick upgrade).
