Currently, if a user clicks on "New section" or "[+]", he/she will be creating a new section in the page, but the level of the heading is always equals to two (<h2>).

There are some pages (e.g. in the URL above) where the new sections should be of a grater level, such as <h3> or even <h4>. It should be possible to set the level of the new sections which are created in those cases, maybe through some magic word: {{newsectionlevel:3}}.

Bug 9426 and Bug 12115 seems related (the same?), but they are marked as resolved and I didn't find any way to do this on Wikimedia wikis (which currently use MW 1.18), so I'm opening this one.
