actually I don't even know if it's not related to 1.19, the whole error message has changed, when you compare it to current one

1.18:

The action you have requested is limited to users in the group: Group. 

1.19:

You do not have permission to Action, for the following reason:

The action you have requested is limited to users in the group: Group.

where Action and Group are variables
