I just got an email from LQT titled "MediaWiki discussion - Reply: Reference tooltips" that contained a link to the referenced reply. The link was http://www.mediawiki.org/w/index.php?title=Talk:MediaWiki_1.19&offset=20120207055204&lqt_mustshow=11807#Reference_tooltips_11807 (which didn't work) but the "Link To" option in the web UI gave: Link URL: https://www.mediawiki.org/wiki/Thread:Talk:MediaWiki_1.19/Reference_tooltips/reply Wikitext link: [[Thread:Talk:MediaWiki 1.19/Reference tooltips/reply]] This URL worked.
Changed summary. What happened is that the offset in the email link you received excluded that very thread from the view because in the meanwhile two replies where added and the thread was bumped. Such links should never be provided to the user because they're useless, but they're currently used at least in email notifications and Special:Newmessages. Threads are very hard to link in general (and the TOC of a talk page will always provide transient non-shareable links), but that's another set of bugs, see for instance bug 24813.
To clarify, &lqt_mustshow=11807 should, I guess, solve the problem, but is currently broken; Special:newmessages doesn't use it at all.
