add a sp-contributions-footer-newbies message as footer

On the german wiki we have a legend about the different colors of flagged revs for each item in the footer of Special:Contributions for users and anons. Having a footer also for the newbie mode, makes it possible to show the same legend there. The user can see the colors and have not to look at another place for the legend.

I have create a patch, to add a message there.

Feel free to modfiy the patch.
