The background of ALL pages of the Wikipedia in English has turned 50 to 100% blue (en.wikipedia.org, but not in other Wikipedias) since 14-15 February, 2012. I attach a screen shot taken from one of the less affected pages.

I had this on my developer wiki

It's some form of a Chrome bug - I signed out of my google account, deleted my chrome user, restarted chrome and signed in again

Sorted it for me
