when doing svn checkout http://svn.wikimedia.org/viewvc/mediawiki/trunk/extensions/LookupUser/

Could you describe what the actual error/issue is?

when i try the svn checkout for LookupUser it tells me an error that has something to do with a loop. 
The folder it should go to is then empty

What's the precise issue. Please copy and paste.

Resolving worksforme since it works for me, and we don't even have what the exact error message is, or if it was trunk being downloaded, etc.

Are you trying to check out viewvc URLs?  Here's the correct URL to check out for LookupUser:
http://svn.wikimedia.org/svnroot/mediawiki/trunk/extensions/LookupUser/

"svn co http://svn.wikimedia.org/svnroot/mediawiki/trunk/extensions/LookupUser/" works for me.
