This edit should have generated that same message on every page of that wiki however it does not show anywhere else.

Did the sitenotice ID get updated as well?

I have no idea. I am not a steward so I do not have the ability to make the actual edit as the wiki itself is locked preventing edits of any kind with the exception to stewards.

To get the sitenotice, you need to edit the good message, i.e. MediaWiki:Sitenotice, not MediaWiki:SiteNotice.
