http://commons.wikimedia.org/wiki/Special:UploadWizard?uselang=en only has
"The copyright has definitely expired in the USA" in the 3rd step. But no choice for PD-old-70 .. or PD-old-auto.

Presumably this actually belongs under WikimediaMessages? Or does the license appear for use elsewhere?

I don't know where it belongs - but since we are more or less intentionally blocked from editing the code it goes to bugzilla. What do you mean with "elsewhere"? Yes, it is in the old upload form. I do not know if UploadWizard had this option at some time in the past - strange that I did not notice it in case that was like this since ever.

I think this is why the copyright tag option exists, so you can add in licenses that are on http://commons.wikimedia.org/wiki/Commons:Copyright_tags but not necessarily included in UW's default list. Try using {{PD-old-70}} in the second-to-last entry on the list, if you're on Commons. Anywhere else, I'm not sure it will work, but as long as your wiki's list of copyright tags has PD-old-70, it will.

PD-old-70 is no uncommon tag. It is as common (or even more) than the "PD in the US" tags. You do not solve bugs by simply closing them without a solution...

Add an option to enter the date of death of the author and insert {{PD-old-auto|$the_entered_date}}. That would be best.

Point taken, sorry I jumped to a conclusion--would you mind finding to some usage stats so we can get a better look at this? Maybe it could reveal some other copyright tags that are worth including in UW by default.

Currently the only option for PD works in UW is to add {{PD-US}}. Those files would be categorized to here: https://commons.wikimedia.org/wiki/Category:PD_US (197895 files)  Over there https://commons.wikimedia.org/wiki/Category:Public_domain_due_to_copyright_expiration are all the others. Most striking the general "PD old" block (946480 files). https://commons.wikimedia.org/wiki/Category:Author_died_more_than_70_years_ago_public_domain_images those are the PD-old-70 files (55333 files).

Hi!

I'd like to come back and revisit this problem. First, there is an option to include a Copyright Tag in your file upload, under "This file is not my own work" > "Another reason not mentioned above", so this isn't technically a valid bug.

Furthermore, while PD-old appears to be a popular choice by the Public Domain people, CC-BY-SA-3.0 has nearly 3 million files. CC-BY-3.0 has 600K, too. The other versions of those licenses have still more.

While it makes sense to have the copyright tags available (and indeed, I just patched UW to allow them for your own work), it's a matter of configuration and administrative decision to make one choice easy and certain other ones slightly more difficult. The UW developers don't really have any say as to what licenses are the defaults.

I'll keep this around if someone else wants to comment, but it seems like a resolved problem to me....

Maybe try filing a bug under Wikimedia > Site configuration, if you're adamant that the Commons admins should include pd-old-70 in the default license choices. Let them know that the relevant config file (UploadWizard.config.php) needs to have 'pd-old-70' added to the 'licenses' array, with the relevant options, and then add the same to the 'licensesThirdPart' array under 'licensesGroups'. All of those should be straightforward. They'll also need to add an i18n message for the license explanation, at least.

May be applicable somehow (did not dig into it) - however, using pd-old tags via the custom field is possible since long.  The issue is that it is not offered.  "PD in the US" is offered.  Seems someone from the US programmed that part. ;-)

Revisiting:

I'm sure there's some reason that "PD in the US" was chosen. I don't know what it is. It's possible that a separate bug to remove it as a default would be useful to someone. However, there's one thing I'd like to confirm: This is in fact a site config question, since any license can be used in the software, given sufficient configuration.

If you experience difficulty with the software's capacity for supporting this license, please send it back to the UW component. If you simply have trouble convincing the site admins to change the list of licenses, or want a different configuration default, that's not a bug in the software.

Oh, I'm sorry, that was a mistake. I ran through a bunch of bugs yesterday and assumed this was still in UW.

OK, someone should revisit this again at some point. Saibo, you could make some noise about it in the various communication media we use, that might be helpful :)
