My current understanding is that Huggle processes the IRC recent changes feed, then applies white list and warnings issued etc. to create the list. My proposal is to have a separate IRC feed created by User:ClueBot NG that removes vandalism reverted by ClueBot and ranks the RC by ClueBot's AI on how likely it is vandalism. I feel the time lag from ClueBot would more be made up by no user ever loading a page to see it get reverted by the bot. I realize that we may not wish to publish ClueBot scores in an IRC channel, in that case an IRC feed that just takes out the bot reverts would be fine.
