We should create a separate group with nova-admin permissions and remove this from sysop group, so that nova is completely separated from mediawiki own permissions, this would allow us to grant sysop permissions to users who want to volunteer with maintenance of website itself, without having permissions to change projects or users. The sysop group should likely have ability to block people revoked too, since it's of no use on labs and should be reserved only to ops.
